CBD is considered generally well-tolerated, especially with topical application. Therefore, using “too much” would be a rarity. The CBD is just the agent, the carrier ingredients are what carry the CBD into the skin. Of course, your skin will only absorb a certain amount of oils or carriers before it will simply not absorb. In this case, you will know you have applied too much salve or used the salve too frequently. However, it will be relatively impossible to get too much CBD simply by topical application.
